CRA, AI Act, PLD, NIS2, EAA read as one system: a grammar of accountability, and perhaps the only industrial strategy Europe has.
The European regulatory package consolidating between 2024 and 2027 is usually told as a list of obligations. I read it as a system: CRA, AI Act, PLD, NIS2, EAA, DMA speak different languages but ask for the same thing, that technical systems with effects on people be accountable by design. I work in a small tech company in Pescara and I suspect, not entirely ironically, that this is the only industrial strategy Europe has actually put in the field. It is worth understanding before complaining about it.
